Probably the VNC desktop isn’t the best place to do it… To test a PHP app the user would be running a browser, inside a VNC container, inside a Java applet, inside a browser.
PHP is already installed in the VNC container, but not apache. It is possible to install whatever debian package you like in the VNC, but I don’t know that it makes sense for apache. (I’ve forgotten where the documentation is for that at the moment, sorry!)
I’d suggest that your users run a php application on a linux desktop with a browser and apache installed, where the developer has write access to /var/www. The application can be tested by looking at it with a browser, pointing to localhost/path/to/phpfile (where the actual path is /var/www/path/to/phpfile).
If they are developing for Joomla, I’d suggest using the Hubzero VM for a sandbox. Hope these alternatives are useful to you.
