Tool sessions run on top of a bare X server with no window manager or workspace like environment underneath it. Tools run with the size indicated by contribtool when you published the tool. How a tool chooses to fill that space or resize is a function of that tool.

To achieve the effect I think you desire you need to start a small window manager (like ‘ratpoison’) before executing your tool. The window manager then detects changes to the X server geometry and can resize your application’s window if necessary.

We are currently working on some general purpose invoke scripts that will people achieve results like this without having to know much about X and window managers and the like. I will update this question when the associated package is available.
