How does the administrator create a tool development project?

I’m following the instructions in the documentation section for tool development under “Hub Managers” (http://hubzero.org/documentation/1.1.0/managers/maintenance.tools). I’m at the step where the administrator has to create the project. If I try to go to https://yourhub.org/contribtool I get a missing page error. However, I discovered through nanoHUB.org that I actually have to go to https://yourhub.org/tools/pipeline. Anyway, when I check on the tool status as the administrator, the “Administrator Controls” section does not show up. Yes, I followed the instructions up to that point. It may be helpful to note that the site administrator cannot view the project at https://yourhub.org/tools/pipeline unless the person who filled out the initial form adds the administrator as part of the development team. Is there a step missing in the documentation or is there a way the site administrator can create the project so development can continue?

    I solved the problem by creating two new columns in the table titled “jos_xgroups” (approved and discoverable).
